FINANCIAL RESOURCES FOR HOMEOWNERS AND LANDLORDS
Also known as the Section 504 Home Repair program, this program provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.
U.S. Department of Agriculture Rural Development Program – Housing Preservation Grants
It provides grants to sponsoring organizations for the repair or rehabilitation of housing owned or occupied by low- and very-low-income rural citizens.
HOME American Rescue Plan Program (HOME-ARP) Tribal Applicants – California Department of Housing and Community Development
The HOME-ARP Housing Plus Support Program provides funding for service providers to provide short term financial assistance and critical services to qualifying populations who are exiting homelessness as well as to prevent vulnerable qualifying populations from losing housing.
Manufactured Housing Opportunity and Revitalization (MORE) – California Department of Housing and Community Development
The MORE program was established to replace the state's underutilized Mobilehome Park Rehabilitation and Resident Ownership Program (MPPROP). Under the new MORE Program, the types of eligible applicants were expanded to include local public entities, qualified nonprofit housing sponsors and in some cases private Mobilehome Park owners. The changes to this section of the HSC also allow for Mobilehome Parks that do not have a permit to operate or whose permit has been suspended to utilize MORE program funds.
Low Income Home Energy Assistance Program (LIHEAP) – California Department of Community Services and Development
LIHEAP is a federally funded program aimed at assisting low-income households that pay a high portion of their income to meet their energy needs. LIHEAP is funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.

Low Income Household Water Assistance Program (LIHWAP) – California Department of Community Services and Development
LIHWAP is a federally-funded program that offers one-time support to help low-income households pay past due or current residential water and sewer bills and keep their water on.
LIHWAP is administered by the California Department of Community Services and Development (CSD), which works with local water bill assistance service providers to connect low-income households to the financial support they need. Local link for LIHWAP service.
California Housing Finance Agency (CalHFA) Homeowners – Mortgage Relief Information
The California Housing Finance Agency, through its special-purpose affiliate the CalHFA Homeowner Relief Corporation (CalHRC), has been chosen to administer the California Mortgage Relief Program. California Mortgage Relief Program
The California Mortgage Relief Program has provided grants to thousands of eligible homeowners to ease their financial hardships that resulted from the COVID-19 pandemic. Funds do not have to be paid back and the program is free.
