Request for Qualifications - On-Call Professional Planning Services

The County of Del Norte is seeking services from qualified professional planning consultants operating in northern California to augment professional planning services for the Planning Division. The County requests written responses to a Request for Qualification (RFQ) for the selection of on-call or as-needed planning services associated with one or more proposed projects including but not limited to general planning-related development and land use project review, environmental determinations, technical plan check for planning documents and plans, map review, conformance with Federal, State, and location regulations, particularly the California Environmental Quality Act (CEQA) and general compliance with the County’s Local Coastal Program, General Plan, and other local ordinances.

This Request for Qualifications (RFQ) is extended to any environmental and land use planning firms and/or engineering firms (hereinafter ‘Planning Consulting Firm’) that meet the minimum qualifications and have the required experience and expertise as described below.

In the interest of streamlining the procurement process for consultant services, reducing the burden on consultants making proposals on individual projects, and establishing ongoing working relationships with selected consulting firms, the County of Del Norte is soliciting Statements of Qualifications as described within this RFQ. The Statements of Qualifications will be used to assess consultant skills, knowledge, and abilities to provide environmental planning services to the County.

Based on the criteria included herein, one or more Planning Consulting Firm(s) may be selected as an “On Call” Planning Consultant Firm. Selected "On Call" Environmental Consultant Firm(s) will be requested to enter into a contract for professional services for a term of two years (2) years with a renewal option for one (1) additional year.
